A prestigious program run by Hong Kong’s Research Grants Council (RGC) that offers fully funded PhD fellowships to outstanding new full-time PhD students choosing one of eight Hong Kong universities for the 2026-27 academic year.
1. Overview: What It Is, Who Runs It, Purpose
The Hong Kong PhD Fellowship Scheme (HKPFS) was established in 2009 by the Research Grants Council (RGC) of Hong Kong. (cerg1.ugc.edu.hk)
Its aim is to attract outstanding students from around the world to pursue full-time PhD studies in Hong Kong’s top universities. (cerg1.ugc.edu.hk)
It is intended for new PhD applicants (i.e., not already enrolled full‐time in a PhD) and covers a wide range of fields through two broad selection panels:
Sciences, Medicine, Engineering & Technology
Humanities, Social Sciences & Business Studies. (cerg1.ugc.edu.hk)
2. Benefits / Funding: Amounts, Duration, What Is/Won’t Be Covered
Benefit | What It Covers / Amount | Duration / Conditions |
Stipend (living allowance) | HK$340,800 per year (≈ US$43,690) | Up to 3 years; if the PhD requires more time, additional support might be provided by the selected university. (cerg1.ugc.edu.hk) |
Conference & research travel allowance | HK$14,200/year (≈ US$1,820) | Same period as stipend (up to 3 years) (cerg1.ugc.edu.hk) |
Number of fellowships | 400 fellowships for 2026/27 academic year (cerg1.ugc.edu.hk)
Tuition / Fees | Not explicitly covered by RGC-scheme beyond stipend and travel; universities may provide waivers or top-ups individually. For example, University of Hong Kong adds extra scholarships, fee waivers, etc., for HKPFS awardees through its own Presidential PhD Scholarship. (HKU Graduate School)
Other benefits | Depending on university: extra awards, housing/hall places, waivers, etc. These are university‐specific. (HKU Graduate School) |
3. Eligibility
Citizenship / Residency: Open to all nationalities, no restriction by country of origin; international applicants are eligible. (cerg1.ugc.edu.hk)
Academic level: Must be applying as a new full-time PhD student (i.e. you are not already enrolled full-time in a PhD in a participating university). If you are enrolled, you may apply to a new full-time PhD programme. (cerg1.ugc.edu.hk)
Fields of study: All disciplines are permitted (broad panels as above). (cerg1.ugc.edu.hk)
Language / prior education: If your prior degree was not taught in English, you may be required to submit proof of English language proficiency (e.g. TOEFL, IELTS) depending on the University / programme. (cerg1.ugc.edu.hk)
Other ineligibilities:
More than one initial application to RGC HKPFS is not allowed. Submitting more than one leads to disqualification. (cerg1.ugc.edu.hk)
If you fail to follow up the initial application with a full application to at least one selected university by its deadline, the initial application is void. (cerg1.ugc.edu.hk)

7. Selection Criteria & What Reviewers Look For
According to the official rules:
Academic excellence: GPA/university standing, grades, quality of prior degree(s), publications if any. This is the primary consideration. (cerg1.ugc.edu.hk)
Research ability & potential: the clarity, originality and feasibility of your research proposal; prior research work, publications, projects. (cerg1.ugc.edu.hk)
Communication & interpersonal skills: ability to explain your work, collaboration, suitability for research community. (cerg1.ugc.edu.hk)
Leadership abilities: extra-curriculars, awards, roles taken; showing you can contribute beyond just study. (cerg1.ugc.edu.hk)
Also:
Matching between programme choice(s) and research proposal, supervisor(s), and university strengths.
Whether you have followed all instructions (including quoting reference number, submitting complete documents on time).
Universities’ nomination recommendations and priorities when a student is selected by more than one institution. (cerg1.ugc.edu.hk)
8. Practical Tips to Strengthen an Application
Start early: The full PhD programme applications often have deadlines very close to or the same as the RGC initial application. Allow time for gathering transcripts, contacting referees, writing proposal.
Choose programmes wisely: Pick universities/programmes where your research interests align well with supervisors; indicate priority clearly.
Write a strong research proposal: Be clear, original, well-referenced; highlight why your work matters; show methodology, feasibility.
Referees: Choose referees who know you well; give them enough time; briefing them about what the selection panel expects (academic excellence, leadership, research potential).
English proficiency: If your prior education wasn’t in English, take the test early, aim for strong scores; if possible, show proof of English-medium education.
Leadership / communication evidence: Include any awards, roles, publications, presentations; show you have engaged beyond school work.
Check all deadlines: both for initial application (to RGC) and full university applications; missing any may invalidate your application.
Consistency in applications: Ensure the details in initial application and full application (programme names, department, university, etc.) are consistent.
Careful attention to formatting, grammar: a neat, well-structured, error-free application including proposal makes a difference in competitive selection.

10. FAQ (3-5 Q&As)
Q1. If I already have started a PhD somewhere else, can I still apply?
A1. You must be applying as a new full-time PhD student. If you are already enrolled, you may apply only if you are applying to another PhD programme full-time. Whether previous PhD enrolment will be counted or discounted is at the discretion of the Selection Panels. (cerg1.ugc.edu.hk)
Q2. Can I apply without submitting proof of English proficiency?
A2. If your prior degree was taught in English, many universities may waive the English test requirement. Otherwise, you will need to submit test scores (e.g. TOEFL, IELTS) as required by your chosen university/programme. (cerg1.ugc.edu.hk)
Q3. Can I choose two programmes in the same university or in different universities?
A3. Yes: you may choose up to two programmes / departments across one or two universities. If you are nominated by more than one university, the priority you indicated in the initial application will be used. (cerg1.ugc.edu.hk)
Q4. What happens if I do not get the Fellowship?
A4. Even if you are not awarded the HKPFS fellowship, universities may admit you under their regular PhD admission and/or offer you a postgraduate studentship or other financial support. (cerg1.ugc.edu.hk)
Q5. Can I defer the registration period if selected?
A5. Normally, registration is expected between July and September 2026. However, in exceptional circumstances, the Research Grants Council may allow a deferral until 31 January 2027. (cerg1.ugc.edu.hk)
